Senior Leadership Team
Mark Epstein, MD, MBA, CEO and President
Dr. Epstein is a results-oriented healthcare executive and physician leader with deep experience in managed care, health plan strategy and operations, healthcare finance, and delivery system and medical group operations. In January 2019, he became the President of True Health New Mexico. Prior to his promotion, Dr. Epstein served as Chief Medical Officer and led the Medical Management Division, which consists of utilization management, case management, disease management, population health management, and quality programs. As CEO and President, he is responsible for statewide health plan operations and performance. With the other members of the Senior Leadership Team, Dr. Epstein drives strategy to grow health plan enrollment and expand into new markets.
Prior to joining True Health New Mexico, Dr. Epstein served at Presbyterian Healthcare Services as Medical Director of the Adult Medical Specialty Service Line, as Associate Medical Director for Specialty Care for Presbyterian Medical Group (PMG), and as Medical Director of PMG Urgent Care Clinics. He has also served as Medical Director of Emergency Services at Lovelace Health System.
A board-certified emergency physician, Dr. Epstein earned his medical degree from Yale School of Medicine and his undergraduate degree in human biology from Stanford University. He also earned an MBA from the University of Tennessee in 2007, where he was named “Outstanding Physician Leader.” He is a current trustee of the Greater Albuquerque Medical Association Board and has served on the Board of Directors for Albuquerque Ambulance Services from 2000 to 2012.
Anne Brennan Sapon, Chief Operating Officer
Ms. Sapon brings to True Health New Mexico more than 25 years of diversified management and executive leadership experience. At True Health New Mexico, Ms. Sapon leads strategic initiatives, manages key contracts and relationships, and resolves complex operational and organizational issues to increase productivity and to improve customer satisfaction. Prior to joining True Health New Mexico, Ms. Sapon was an independent healthcare consultant for several years, providing support in business planning, strategic planning, and operations integration for healthcare companies. Before that, she served as Vice President of Operations for Lovelace Health Plan, Transformation Officer for CIGNA HealthCare, and Director of Member Services for Lovelace Health Plan.
Ms. Sapon holds a bachelor’s degree in economics from the University of New Mexico. She is active in the community as a Trustee with Albuquerque Community Foundation; with Oasis Albuquerque; as a member of the Leadership New Mexico Class of 2016; and as a Women of Influence Honoree, Albuquerque Business First, 2014.
Todd Pilger, CPA, Chief Financial Officer
Mr. Pilger leads the accounting, finance, billing, and underwriting functions for True Health New Mexico. He brings to the team 19 years of health plan experience and a strong focus on accounting and reporting accuracy, key internal controls, and enhanced use of financial data for the benefit of both internal and external stakeholders.
Prior to joining True Health New Mexico, Mr. Pilger served with Molina Healthcare of New Mexico from 1999 until 2018, most recently as the Vice President of Finance and Analytics. His responsibilities included oversight of accounting, Medicaid reporting, NAIC reporting, risk adjustment, and health plan operational analytics support. He originally came to New Mexico in 1996 after receiving his bachelor’s degree in accounting from Fort Lewis College in Durango, Colorado.
Myja Peterson, Chief Business Intelligence Officer
As the Chief Business Intelligence Officer, Ms. Peterson leads strategic data analytics and business intelligence initiatives, manages the analytics and project management teams, and oversees key IT vendor relationships. Ms. Peterson has over 20 years of experience in health insurance, including operations, reporting, and analytics, as well as 13 years in management.
Prior to her promotion, Ms. Peterson was the Senior Director of Health Plan Analytics at True Health New Mexico, where she led the analytics team and implemented SAS software as an analytic and reporting solution to improve the quality and accessibility of data. Before coming to True Health New Mexico, Ms. Peterson was the Director of Analytics Consulting at Health Care Service Corporation in Chicago, where she built a customer analytics team to support retail markets and marketing divisions. Prior to that, while serving as the Assistant Manager and Manager of Health Management Reporting at Blue Cross Blue Shield of New Mexico, Ms. Peterson developed new reporting packages for health administration initiatives and co-chaired the Management Steering Committee, helping to foster communication between senior leadership and middle management.
Ms. Peterson holds a bachelor’s degree in music with a minor in business administration from the University of Puget Sound, and an MBA from the Anderson School of Management at the University of New Mexico.
F. Kiko Torres, MD, CPE, Chief Medical Officer
Dr. Torres is the Chief Medical Officer for True Health New Mexico. With over 20 years of experience in clinical, administrative, and supervisory positions in the healthcare industry, Dr. Torres plays an integral role in the development of the overall business strategy and direction of the organization. He leads the organization’s clinical vision and oversees the Medical Management, Provider Network, Analytics, and Quality divisions to help ensure True Health New Mexico’s delivery of affordable, quality healthcare services.
Before his current position, Dr. Torres was the Senior Medical Director for True Health New Mexico. Prior to that, Dr. Torres served as the Medical Director for First Nations Community Healthsource, where he supervised clinical operations, quality improvement, and practice transformation to team-based care. As a family physician, Dr. Torres practiced in various settings including Presbyterian Healthcare Services, Federally Qualified Community Health Centers, Indian Health Services, and as an Assistant Professor at the University of New Mexico, where he also did clinical research and instructed residents and medical students.
Dr. Torres is a board-certified physician and earned his medical degree from the University of New Mexico School of Medicine. He also holds an undergraduate degree in psychology/neuroscience from Williams College. Dr. Torres has received awards for his involvement in projects on quality improvement, innovation, and collaboration, and is a certified as a physician executive (CPE) by the Commission in Medical Management. He has also served as a board member or representative of various health collaborations including the Coalition for Health Care Value, the New Mexico Primary Care Association, and the New Mexico Medical Society, among others.
Martin Hickey, MD, Chair of the Board
Prior to joining True Health New Mexico, Dr. Hickey was influential in the national CO-OP program through his role as the Board Chair of the National Association of State Health CO-OPs (NASHCO). Dr. Hickey’s career spans more than 30 years of clinical and executive leadership and innovation. From 2010 to 2012, Dr. Hickey served as Managing Director of Navigant Consulting in Illinois, where his practice focused on clinical integration, physician strategy, Patient-Centered Medical Homes, ambulatory care management, and Accountable Care Organization development. From 2008 to 2010, Dr. Hickey served Alegent Health in Nebraska – first as Alegent Health Clinic’s first President and CEO, then as the Alegent Health’s first Chief Accountable Care Officer. At Alegent Health Clinic, he built a large multi-specialty group practice for a nine-hospital health system in Nebraska and Iowa. Before joining Alegent, Dr. Hickey served as Senior Vice President for Health Care Affairs at Excellus BlueCross BlueShield in Rochester, New York, for more than three years. But his roots are in New Mexico, where he served Lovelace Health Systems in Albuquerque from 1994 to 2002 as Senior Vice President, Chief Medical Officer, President, and CEO. Before his current position, Dr. Hickey served as True Health New Mexico’s CEO.
Dr. Hickey began his career in the Indian Health Service as a Medical Director on the Navajo Reservation. He moved on to director and professor roles with the Veterans Administration and the University of New Mexico – both in Albuquerque. During that time, he set up pilot rural health programs, was Associate Professor of Internal Medicine, developed an Office of Managed Care Contracting, and served as Medical Director of the University Physician Associates, UNM’s faculty practice. Martin is a graduate of the Rush Medical College in Chicago. He also holds a master’s degree in administrative medicine from the University of Wisconsin and completed his residency in primary care internal medicine at the University of Rochester.
